I've just read the document entitled Avian influenza (bird flu) on the government website and it now states the following:
Pigeons or birds of prey
You can still fly pigeons or birds of prey, but you should try to keep them away from making direct contact with (or catching) wildfowl. Keep a close watch on the health of your birds.
This document was updated today (12/12/2016). If you click on "see all updates" at the top and then open " + full page history" you can see that the latest update is the one referring to pigeons and birds of prey quoted above.
